Currently, we have API with PostGres database connected with one dataflow. I am stucked and cannot proceed with the development with other dataflow connected because it is routing me to upgrade my WorkSpace to premium capacity. Now, my question is, Is there a way to skip this step, but using still linking one entity to another?

If your dataflow isn't located in a Premium capacity workspace, you can still reference a single query—or combine two or more queries—as long as the transformations aren't defined as in-storage transformations.
However, you will not be able to refresh this linked entity in subsequent development. To refresh, the linked entity must have a Power BI Premium subscription.
