Deployment Pipelines - Report built from local xls file, can't get data once deployed to Test

I'm having issues with deployment pipelines and power bi reports built from local xls files.

1. publishing into development, report/data is good

2. deploying that report/dataset into the Test workspace, the data is empty (expected as far as i can tell) but there is no way to refresh the data since it is from a local xls originally.

Am I missing something here to get this working?

Don't use a local source. Place your Excel file on a sharepoint or Onedrive that is accessible from the service (via gateway if necessary)
