In Depolyment Pipeline, I noticed when I move from DEV to Test and add dataset rule parameter, it doesn't change it under settings.
Secondly, we are using gateway to connect so in that case do we need to always go and change in Dataset settings or is there any rule can be applied to set both gateway and parameters?

after setting up the dataset rule, you have to do the deployment from Dev to Test, to notice the datasource change.
It is my understanding, that if the dataset is configured correctly once (under its own settings, correct gateway selected), that these settings are kept througout the pipeline. So you'll have to do this once for Dev, and once for Test.
So with deploying, the gateway doesn't change in Test, because the datasource doesn't change in Test for that dataset.
