Dedicated Refresh Button for BI Dashboards

Is there any way we can have a dedicated refresh button on the published dashboards.

we have a daatbase on which we have data for external users. for publishing data to external users we need to publish a new dashboard for each user.

is there is way in which we can publish 1 dash board and the data is visible basis a user ID or email of a third party application.

This is our problem statement. hoep to get some solution from the experts.
