I format dates in a report's measure :

FORMAT(MAX(FACT_COST_ACTIVITY[DATE_FIN_PROJET]);"Long Date")
Report is connected using direct query (live connection) to a tabular model.
The development environment is done on a French Windows, PBI is configured to use Windows language and model is set to use the application language.
Current file regional setting is set to French (as there is no 'universal' / "use system" option.) but that doesn't seem to matter much.
PBI service is set to use browser language.
When accessed from an English configured computer (both Windows and Chrome are set to English), the months are still in French.
Result :
Am I missing something?
What do I need to change in order to get the months to translate in user's language?

I suggest you to create your report in an English environment. Your development language is French, and the browser's language setting does not automatically translate your basic data into English.
1. Change your data format on your computer:
2. Change the Regional settings in Power BI Desktop before you create a report.
3. For data in 'Text' mode, translate it manually.

Won't cut it as I don't want to set it to english, I want it to be in the user's browser language.
Also I think it uses the tabular model (database) culture... Which is enhireted from the Analysis Server property.
