Considering usage of Dataflows and the entities concept, timestamping the last refresh of data is a must for us.
Any way to collect the last refresh time and render it in PowerBI Report that would be built on top of these? At Dataflow level maybe?

Your demand is a good idea, while it is not supported to show the last fresh time at the dataflow level in Power BI currently. You can post your new idea here https://ideas.powerbi.com/forums/265200-power-bi-ideas , to improve the Power BI.
It is a place for customers provide feedback about Microsoft Office products . What’s more, if a feedback is high voted there by other customers, it will be promising that Microsoft Product Team will take it into consideration when designing the next version in the future.
However, if you are a global admin or assigned the Audit Logs or View-Only Audit Logs role in Exchange Online , you can access the audit log to know who is taking what action on which item in your Power BI tenant. See :https://docs.microsoft.com/en-us/power-bi/service-admin-auditing .
