We have a PowerBI Desktop file where the reports were created with various data sources. There are a couple of Excel files stored in SharePoint, a SharePoint List and a SharePoint Access database. All of the SharePoint environment is OnPrem. We would like to set these datasets up on a scheduled refresh. Can we set up a SharePoint Access database connection on scheduled refresh? If so, how?

What do you mean about the SharePoint Access database? If it's a access service database, you can connect to the SQL database directly in Power BI desktop and create a report. Then publish the report to Power BI service, enable schedule refresh with data gateway. See:
