Based on my research, your File path or URL is wrong.
it should like this format:
C:\Users\linli\Desktop\xxx\xxxx\xxxx\New Microsoft Excel Worksheet.xlsx
Not your path C:\Work\Analysis\Pwr BI Monthly
By the way, for local file, you need to add a new datasource in manage gateway like below:
And when you add this datasource, please don't enable Skip Test Connnection that make sure you could have a test this datasource.

I don’t think you can set it to a local file.
It either has to be a network location or a (Sharepoint) URL.
Next to that you also should be a user of the data gateway entry for this location.
