According to your description, you want to include a tab only certain users can see in a dashboard.
For your need, the dashboard is used to obtain key information in the report, and currently only RLS can be set but not the corresponding tab.
For your needs, you want different users to see different tabs, you can try to create an app, and then create different audiences, and give different users different permissions to implement your idea.
