Dashboard sharing with external users working for some but not for others

I have a dashboard that I want to share with external users. I have done the following:

  1. Shared the dashboard with customer 1 without any problems. They receive the email with a link and can access the dashboard just fine. The users at customer 1 also appear like expected under the access ribbon of the dashboard as Guest users. 
  2. Shared the dashboard with customer 2, but the customer does not receive an email and if I link them the dashboard directly, they get a message that the dashboard cannot be found. The users at customer 2 does NOT appear under the access ribbon at all.  

I am puzzled by this issue. I have double-checked the tenant settings in Power BI admin portal and external sharing is enabled. Any suggestions?

Do both customers have a Pro license? What are the domains of the email addresses?

 

You could check the Issues forum here:

https://community.powerbi.com/t5/Issues/idb-p/Issues

And if it is not there, then you could post it.

If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".

Thanks for the suggestions, Greg. I am sure the domain is not the issue when I read the limitations:

Guest users with most email addresses can be invited to your organization, including personal accounts like gmail.com, outlook.com, and hotmail.com. Azure AD B2B calls these addresses social identities.

You cannot invite users that are associated with a government cloud, like Power BI for US Government.

I will double check the licenses, but I would expect the sharing email to be sent regardless of whether the users have a license or not?
