Interesting question that I am not sure is possible. But, if I have a report, and I filter something on the report and then pin that tile to a Dashboard, how do I see the filter that created that tile? For example, I have a report and I filter it one way, pin the tile. I then filter it differently and pin that tile. I get the following in my Dashboard:
How do I know which is representing which filter?
To clarify - drilling down on either of these does NOT open the report to when that filter was set to at the time the tile was created.

You are 100% right that there is no way to know what the filter was when it was pinned. What I have done in the past is to give the dashboard tile a description of what the filter was (So that I could remember at a later time)
Other than that there is no other way.
