If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".

Based on my test in the IE browser, the dashboard in workspace has "Dark theme" still has "Dark theme" after publishing to App. You may try other browsers, and pay attention to the steps publishing to App, see more: Publish an app in Power BI.

This problem actually just went away by itself. It was I believe a bug though so raising a support ticket was the correct way to dal with this.
