I entered rows of text, each with an embedded link to a report page. When I go to edit to add more rows, the previously entered rows are gone. If I enter another row and apply, all previously shown rows in the tile disappear as well. This seems to be a bug. This means I won't be able to make changes to existing text tiles and will always have to start from scratch.

It is a known issue. The issue is expected to be fixed in the next month. You may try this feature one week later to see if it works.

If you have Pro account you could try to open a support ticket. If you have a Pro account it is free. Go to https://support.powerbi.com. Scroll down and click "CREATE SUPPORT TICKET".
Thanks Greg! Support ticket created. Will update here when I get a solution. Just curious, will you be able to test and see if you get the same behavior? When I create a dashboard text tile and add rows of report names with embedded links, it seems fine after clicking apply. But when I go back to edit, all of my entries in the content section is gone. And if I make any change inside the content section, when I click apply, all my previous entries showing in the tile is gone.
