Creation of Power BI Premium Deployment Pipeline issues. Admin cant create

We have a premium workspace and we have just added it to a deployment pipeline

It has dataflows in but we will just have to deal with those manually at the moment

We asked our admin to go to the new pipeline and create Test and Prod premium workspaces but they get this error message

could it possibly be that if you have dataflows you cant even set the Pipelines up with workspaces? In which case........  thats going to cause me alot of problems until it gets fixed
