Hi,
We are launching Power BI Service within a large organisation and would like to teach our users to create their own reports within the Power BI Service (not in the desktop).
Do users need licences for creating report in the online Service from their Excel files /or manual input, given that the reports are going to be saved in their personal workspaces and will not be shared? Or will they be able to do this without having a lincense?

Users can create reports in Myworkspace without the permission of Power BI Pro, but only you can access Myworkspace and view this report. Your reports cannot be shared.
But you can publish the report through Publish to web, even if the user does not have a license, you can use this function, anyone on the Internet can view your published report or visual. Viewing requires no authentication. It includes viewing detail-level data that your reports aggregate. Before publishing a report, make sure it's okay for you to share the data and visualizations publicly. Don't publish confidential or proprietary information.
