Cosmos: columns created using expand are blank after Power BI Service reload

I am connecting to Cosmos DB as my data source.  When developing in desktop the app loads and refreshes without issue but when I publish and reload from the service only the header fields from the JSON load, any attributes that were created using the expand function refresh blank (see attached).  The columns are still present but none of the data is loaded in.  I do not have any page level filters or boolean values in the dataset.  There is no data gateway involved as Cosmos is in Azure.

Refreshed using Power BI service then downloaded PBIXRefreshed using Power BI service then downloaded PBIX

I was joining in a table from SQL in before I was expanding the columns.  When I moved the merge to after the columns were expanded it works.
