I want to create a content pack and want to save as a content pack as a template.
I have also enabled following option from Power BI admin portal.
After enabling it, still it did not visible an option/checkbox which allow tenant admin to make this content pack as a template content pack.
Does it require time to effect the changes in Power BI?

I test it on my site, before enabling the option from Power BI admin portal, it shows no checkbox, after enabling the option, there is still no checkbox. Then I click on the “refresh” on the web page, it finally shows the checkbox.
Additionally, if it does help,could you check:
Whether your dataset is from other content packs or inputs such as Excel files,
Does the date source supported for Direct query ?
Does the dataset from multiple data source such as mashups or URLs ?
Noted that these above are not supported when create template content packs?
