Is there a way to export the information, which users / groups have access to which app workspaces or single reports across the whole tenant in a structured format?
Maybe as an admin feature or, if not possible otherwise, via REST API?

This is really bad news and somehow hard to believe.
I mean, you can view the access settings directly in PowerBI Service as an app workspace member, so obviously they must be saved somewhere?
