Check if list is empty and wait until empty

Hi, I am trying to create a flow that works with two SharePoint lists.  When an item is created on list 1, the flow will check list 2 to see if the list is empty (has no items).  If list 2 is empty, the flow will copy the item from list 1 to list 2.  But if list 2 is not empty, it will wait until list 2 is empty to copy the item from list 1 to list 2.  Below is one of my attempts, which results in the flow continuing to run without copying the item from list 1 to list 2, even when list 2 is empty.  I haven’t created the branch yet.  I would greatly appreciate any help!  Thanks.

You can raise Power Automate related topics at Microsoft Power Automate Community. Users there have more experience in creating flows.

I'm afraid this is not the right forum for Power Automate questions.

 

Get rid of the Apply to each part - that is not necessary.
