I am interested in what would be the best solution is for implementing dashboard sharing within a small business organization utilizing Power BI as the BI tool as embedded into an Angular App. The configuration would be 1 Administrator, 2 developers, 5 interactive users (Can develop Self-service report), 15-20 consumers (view only). The consumers and interactive users would need access both on-site and off-site, whereas internationally as well. Consider, we are keen to use Python and AI in the dashboards as well. I have read that I can publish to the web by virtue of owning one pro-license at $9.99 per month, but it does not seem like anything published to the web can be secured. The cost of premium seems too expensive for a small business having mostly consumers vs a dev group but looks like that is my only option(?). How are others configuring their implementation? It would be helpful to understand. Please Any expert advice?

Only having Pro license does not support the scenario you described. Consumers and users cannot access this report without pro license. You need to purchase power bi embedded.

Maybe you can use "publish to web" as an alternative. Please refer to:

I am sorry, any of those options are not my solution. Due to security reasons, I can not use Publish to the web. We deal with the Banking industry and can not use clients' data casually. For the mid-scale department, we can not quote a huge cost with A3. Hence, looking for the best cost effective solution. Anyway, can you confirm me, if we use 1 Pro along with an A3 Premium, will those consumers still be able to use the self-service option. Or to use the self-service option they require some separate pro license (as many users require self-service).

Yes.
With sharing, whether you share content inside or outside your organization, you need a Power BI Pro license. Your recipients also need Power BI Pro licenses, unless the content is in a Premium capacity.
