Can we change first user power bi pro account to ada user?
Example :
User A buy license and after a long time user A no need more to use the power bi pro account. Can we change the power bi pro to others user?

The license should show up in the Office 365 Administration portal. You could try to remove the pro license of User A in it and assign the Pro license to others.
You could refer to the detail steps below.
1. Sign in the Office 365 Administration portal.
2. Home——Active User——select User A
3. Edit the Product License
4. Turn off the Pro License and save.
5. You could assign the Pro license to others.

Its means, the admin pf office 365 can change the user license?
I have other question.
If we buy 10 license on october 2017 , but only uses 6 and its has 4 more balance. That is 4 more license period will not follow to the 6 license that has been uses?
