Certain users can't access Power BI reports over sharepoint

Hey Guys, 

we're experiencing some strange problems with Power BI.
A teammate created a power bi report and released it in sharepoint online for 6 members of our organization.
All members don't have the Power BI PRO license, but the Power BI free license.

2 of the members can't view the reports but get the error, that the content isn't available longer

In PowerBI I can see that those 2 members have same access like all other members, but the e-mail won't be shown in the permissionwindow, but only N/A.

I couldn't find a solution to solve this, as their o365-accounts were created in the same way like the accounts of the other members.

Did you share the report/dataset with users with pro trial? Please check if pro trial duration expires.

@v-yuta-msft : No, those users don't have pro trial, but only the power bi free license. 
Our sw-supplier told us that bi-consuming users only need the free license, but I figured out that everyone who wants to consume bi reports needs the pro license?

Yes, "share contents with others" and "be shared with contents" both need a pro license.
