Central banks regulation on using cloud

Hi Guys, My organisation is vendor and developer for bi tools, most of our clients are Central banks (13 at this point). We want to migrate some of our clients to Power BI. currently 3 of them for next 4 month. but problem is that they are Central banks and they have some concerns about using cloud technologies. We can also use on premise PBI report server, but there is some restrictions about RS. First and the biggest is dashboarding. they definitley need dashboarding and ( and some minor functions of cloud serivice, which aren't available on PBIRS) without thad it doesnt have any point for them to migrate.

My question is there any way around to use cloud, or can private cloud used on cloud service? They have problem with data leaving their own private data environment.
