Hi,
We want "power users" (Viewers in the corporate workspace that are Contributors in their own workspaces) to copy our reports and dashboards and save them in their workpaces. I gave them the Build option for the Datasets and we enabled the "Use datasets accross workspaces" option.
The only addition they get is the "Manage permissions"
We are using Premium Per User.
Could you please help us with this?

Please check if they can get "save a copy" in the interface below
If not found, please check their license Intro to datasets across workspaces - Power BI | Microsoft Docs
then please check "Manager Permission" of that dataset

No, I cannot see the "Save a copy" from the File drop-down menu.
Yes, the user has Premium Per User access
Yes, the user has Build manage permission on the dataset

I am not using apps, but where would I find that option to allow everyone who has app access to connect? I searched under Tenant Settings and others, but couldn't find that specific one. We have the following:
