Cannot apply machine learning to data flow

I get this error message when I try to apply ML in a data flow:

"Machine learning models disabled

Training and inferences for machine learning models are disabled for this capacity instance. Please enable this setting in the admin portal to use your machine learning models."

And I cannot find where to turn it on...
What am I missing?
