It works sometimes and then it changes and I get
app.powerbi.com unexpectedly closed the connection.

Tried in Chrome, Edge and IE
Sometimes running these commands and restarting works to fix it
other times it does not.
Right now it is not working again.
No problem opening PowerBI desktop and publishing reports.

I faced the same problem.
app.powerbi.com resource does not open in the browser. For this reason, embedded reports do not work in our web client either. This happens on a separate group of user computers. Some computers don't have this problem.
I tried to find the problem with the help of Fiddler, but I got an interesting effect - with Fiddler running, everything starts working and the app.powerbi.com resource opens. The proxy function in Fiddler lets traffic from browsers go through it, and this bypasses the problem.

no overall issue, rest of the company has no problem accessing it.
