Can't uninstall personal gateway

I currently have a personal gateway installed on a PC.  The gateway is not active, so I am attempting to uninstall and reinstall.   When I try to install, I get the following message:

"You are trying to reinstall a version already installed on the machine. If you would like to proceed, please uninstall the current version and reinitiate the install."

When I attempt to uninstall, the uninstall process runs and says it is successful, but the application is still there, and I can't re-install.  The application name I'm uninstalling is On-premises data gateway (personal mode).  Not sure why it won't uninstall, but I really need a gateway and can't move forward until this is resolved.
