Can't share report outside my organization

In Power BI Service, when I try to share a report with a user outside my organization, I receive the error message below. The problem happens with different email addresses and has persisted for at least a few weeks, possibly always. Note that I am a Global Admin and have enabled external access for the tenant. External guest users can also edit and manage content in the organization.

Thanks @v-lili6-msft . This link explains well how to distribute Power BI content to external users as a global admin. 

 

However, even after making these changes, I was unable to distribute content. The article below explains further configuration changes to my organization's Azure tenant that were needed. Now it is working.

 

https://portal.azure.com/#blade/Microsoft_AAD_IAM/UsersManagementMenuBlade/UserSettings 

 

Select ‘Manage external collaboration settings’ under External Users. The field ‘Members can invite’ needs to be toggled on.
