I tried to deploy a dataset from Development to test but it doesn't work "The dataset couldn't be deployed to the target workspace"

There could be a number of things that are different between the two environments (particularly the strings and locations). This is a good article that might be helpful (in the Deploy to Production Environment section in particular).

I do not understand the logic of this deployment because it is normal to have more reports in the DEV workspace because we deploy to Test only the validated reports and the power bi Deplyement Pipelines give us the ability to do this.
on the other hand i tried to empty the test workspace and redeploy all the reports again but it doesn't work with the same error msg.
