Can i view and download application in Premium License??

I have created an application for my organization. Can my colleague with Power BI premium License view my application and save the report.

Can you please share more details below?

• How do he view your app?
• Is he a member of the workspace? If not, do you give permission to him when created the app?  
• Do you try to share an app link to your colleage? Can he open it? If not, is there any error message?

@Anonymous This is a bit confusing. Did you create a Power App that you want to embed in a Power BI report? If that is what you are asking, then yes your colleague should be able to add that into a report, there is no limitation on premium licensing as far as I know.
