Can free users access an embedded report in Sharepoint, where the app/report are in premium capacity

I have several reports published via an app in an app workspace in premium capacity. 

Several free users will also be added to that app workspace.

I'm also going to embed the report mentioned above in a sharepoint modern page.

The question is, will free users be able to navigate to the sharepoint page to see the report?
