Can a shared dataset from company A workspace A1 running on capacityA
be utilized by
a client company B workspace B1 running on capacityB
and computing resources to be from capacityB
Looking for solution alike on some other datawarehouse providers where computing resources are detached from the data storage.
Thinking out loud, the dataset is actually in the capacity memory,
is even possible behind curtains Power BI service to detach the Storage Engine and use the Storage Engine from other capacity.
The actual problem we are trying to solve is how to deliver a dataset as product to client,
while transfering the cost and responasability for the usage to client side
and futher isolation of many clients usage from the dataset product with avoiding to duplicate the deliver in many workspaces the very same dataset.

The answer to your question is NO, sharing a Dataset must go through sharing the workspace using AAD B2B for example. https://docs.microsoft.com/en-us/power-bi/guidance/whitepaper-azure-b2b-power-bi
On the other hand you can sell/give the PBIX file to clients as a Template or the file itself.

If You want to utilise the resources of your client Premeium capacity then the dataset has to be hosted on that capacity only.
To Avoid Duplicacy you should promote as certified dataset and educate people to use it.
