Can a free user access Template apps or Organisational apps in Power BI Service

I have a pro license with my organisation. My questions is , can I publish a report as a template app and share it with Free Power BI users in my organisation ? (I know we can do this if we have premium capacity but can we do it without Premium Capacity if we use Tempalte apps? )

Sorry for that if you want to share the template app to other users, these users need to have a Pro license.
