Can I purchase premium capacity in EU geography if my tenant is in US?

My tenant's home region is US west. Can I purchase premium capacity in the EU geography? Or is multi geo only for me being able to purchase premium capacity in US east if my tenant's home region is US west?

The screnshot on that doc shows that the home region for them is West central US and for them in the drop-down its showing only south central US. That brings the question in our minds. We were like if we have our home region in US west then we will only see US east as an option in the drop-down. Which will beat our purpose of setting the capacity in EU.
