Can External users edit reports

Can an external users (Guest account with Power BI Pro License) edited reports they have access to.

I cant make them an ADMIN member of the group so i think you cant create an external users as an admin memeber that can edit reports...would this be correct?

Yes, you're correct. We cannot add external users to Power BI group. You can vote this issue in the following existing idea.
