Bug with the new filter experience

I think there is a huge bug with the new filters. Most of our existing reports have sensitive page or report level filters on them. Till now, users never had the capability to change those filters. Now, all of a sudden, without us making any changes to the existing reports (we did not turn this new filter on for any of them under options and settings), the users can just turn on the new look in PowerBI service and edit all those sensitive filters. As per the documentation, the users could see the new filters only if the owner of the existing reports enabled it under options in PBI desktop and republished the reports.
