Bug report - modals are shown up below the fold (below current viewport)

Hello everyone

We've noticed a bug in the export data modal. The problem is as following:
1. There is an export button somewhere in the BI embed

2. User clicks that button

3. It seems like nothing happend.

4. User scrolls down the page

5. Here it is, it rendered "below the fold", meaning, below the viewport.

I checked the CSS of that modal and it seems like it's something that can definetely be fixed there.

I have also screenshots of the entire user journey, however I can't send them raw to a public forum so I can only share the censored versions of them.

Hi  @sznowickibosch ,

You can click this "?" in the power bi service - select About Power BI.

In the check box that appears again, find the Service version version number, and then you can copy it down, we will test it according to your version information environment.

Hello, we're using powerbi-client-react@1.3.3, powerbi-client@2.19.1.

PowerBI says also this:
```
Resource mode Generation 2
```
