I have a report with no Row Level Security, based on a model also with no RLS
Subscribing other users to it results in this error message saying the subscription "has RLS models"
Is this a bug or just an issue that means you can't subscribe anyone but yourself to any report...?

I am still receiving errors on email subscription to users other than myself. Has there been any resolution or communication from Microsoft on this bug?
I believe I will start my own ticket today, but wanted to check here first...

I too have a fully imported dataset with no RLS. I cannot subscribe anyone other than myself in the workspace or the app. Has anyone received a response back on a ticket to MS?
MS has confirmed it's a known bug related to Single Sign On (they think) and I have a call with them tomorrow. I don't think there's a solution yet.

We are seeing exactly the same issue. Our particular data set is 100 % imported data. Creating a subscription to myself works. Including another admin on the workspace fails, but that admin can create a subscription to himself with no problem.
This happens with subscriptions created either from the workspace or the app.

What kind of data source connection mode are you using?(Sqlserver datasets that are using DirectQuery? )
As mentioned by document,for report email subscriptions, if the dataset uses RLS, you can create a subscription for yourself. You can't subscribe others to a report with row-level security (RLS) applied, except for paginated reports. You can subscribe others to a paginated report, using your security context.
Please check the dataset security.
When rls is not used, you will see the following view on the service

There is no RLS applied in this case - this is a bug. Is there a known cause? E.g. recently we needed to set the language in everyone's account to English because another bug was being triggered by the language being "default".
