Bar graph y-axis inverted in PBI Service but not Desktop, only inverts when start constraint exists

Hello! I have a strange problem that I've never seen before and only started last week. I have one graph where the y-axis is flipped (goes from large to small), but ONLY in Power BI Service and not in Power BI Desktop. Also, this only happens when there is a value in the Start box (so I want it to start at .93 for example). 

 

This graph worked totally fine before and I made no changes (as far as I know), and what makes no sense at all is that they're different in the different systems. Screenshots:

 

In Desktop:

Does anyone know what's causing this? My workaround is to remove the Start constraint, but that's not optimal.
