Automate update app

I have a couple of PowerBI apps onto which I enforced row level security. Now I am looking at ways to completely automate the process. I have figured out a way of updating the dataset table containing the names and access levels via REST calls, but after searching I can't find a way of updating the app with the same new users. I was hoping there was a REST call or powershell cmdlet but I am unable to find anything.

 

Unfortunately AD groups are not a solution in this particular case. Are there any posibilities for me to do this autmatically, or am I stuck adding new users manually.
