We're just getting started with dataflows and are running some tests. It appears that people who are not members of workspaces are able to see dataflows contained within those workspaces. Is this intended? By "see", I mean they can pull them up in Power BI Desktop as data sources.

If I understand your scenario correctly that you could get data with Power BI Dataflows from the workspace which you're not the member of the app workspace in Power BI Desktop?
I'm not clear what mean of your "member". Is the "member "you attentioned in app workspace or in new app workspace?
If the "member "means the member in app workspace, by my tests, I cannot see the dataflows when I get data with Power BI Dataflows connector from Power BI Desktop.
Normally, if you're not the member of the workspace, I think you'll not have access to it so you cannot see the dataflows in it.
If the "member "means the member in new app workspace, may be you're the Contributor, then you could pull them up in Power BI Desktop as data sources.

Hi - it appears we got caught in an update cycle. The person we tested this on had been a member of a particular workspace, but I had removed them. There was probably just a lag in permissions settings that allowed them to still see the dataflows in that workspace.
