I'm migrating few on-premise SSRS report to Power BI service as paginated reports.
Now by interacting with the Power BI service-based reports (paginated reports) and comparing the same with on-premises SSRS reports, it seems the load time and general interaction with the reports is somewhat slower in Power BI service/workspace.
I’m trying to understand what factors could be at play here, specifically around the platform/network configuration in Azure.
To investigate, as per my understanding, one way would be to use Power BI Premium Capacity Metrics App (report execution data) to try to get to the bottleneck areas (if there are any).
Would appreciate any pointers here.

Sometimes, it becomes a performance issue when users start consuming the Power BI report on the Power BI Service especially paginated report.
You can evaluate the performance of Power BI in the following ways to determine the cause of the slow paginated report:
1. Power BI Performance Analyzer
2. DAX Studio
Gateway delay is part of the reason, and when the data source accessed is only part but not all, it will also cause AAS to slow. Refer to related blogs for understanding: Power BI as a superset of Azure Analysis Services | Microsoft Power BI Blog | Microsoft Power BI
