Hello Power friends,
I have a PRO license and would like to share a dashboard over the internet (public access without power BI interface) with users (same company) who do not have the PRO license, but I need to implement a basic access control that restricts a subset of data according to the user.
All users are from the same email domain. What can I do?

AFAIK, share features require pro licenses (both send and receive).
In my opinion, I'd like to suggest you use power bi premium license.
What is Microsoft Power BI Premium?
Microsoft Power BI Premium capacity resource management and optimization
It has a specific capacity to store share resource and users can access these resources without pro license.(it also allow security setting based on user account)
BTW, you can also try to use 'publish to web' to share your reports, it not require pro license but it only allow you to share reports without any security settings on it.

You should check out PowerBI Robots. It allows you to apply personalized filters to your reports (so you restrict information to certain users) and send them to as many people as you wish as images or PDF files.
