Alert triggered report subscriptions

I'm looking for a solution that would allow me to distribute a snapshot of a report whenever an alert is raised. I know I can setup a subscription of a report so I get an email of a snapshot whenever the report is refreshed - but I really only want the subscription email triggerred when the report is finalized (which is indicated by an alert). The key part I'm looking for is to have the snapshot of the report included in the email (otherwise I would have had a solution based on Microsoft Flow already...). Appreciate any guidance!

There is a problem how to determine the status of finalized. When will the report be finalized if you set up 8 times per day of refresh?
