Admin Portal Only Has Capacity Settings ONLY - No Tenant Settings Tab

We currently Do Not see the multiple tabs under "Admin Portal" settings in Power BI Browser (Service), especially "Tenant Settings". We only have "Capacity Settings" available.

Can someone please help explain why this is the case, and if possible, how to get the multiple tabs available under Admin Portal. I believe there should be nine options available under Admin Portal.

To get this kind of setting you need to appy the following setps.

Sept 1: Login to this portal by you user name and credintial.: https://portal.office.com/adminportal/home?#/homepage

you will land on this page

Step 2: Click onto the highlighted place. you will land on this:
