Since the end of July it is not possible to add permissions to any Power BI App in our Power BI Premium Capacities, either to specific individuals or groups. More specifically, when typing specific user or group, it takes up to 3,5 minutes to return a match to select it and proceed, if it returns at all. There seems to be no problem though when adding members in a workspace which is a similar functionality and matches are returned almost instantly. All users or groups to be added, already exist in our AD and regularly synchronised to Azure AD.

I can't confirm your issue, my tenant is located in the Northern Europe data center.
The site support.powerbi.com shows an issue for Premium capacities in the North Europe data center, but this issue does not relate to the problem you are facing.
I recommend opening a support ticket.
