Access to Azure Analysis Services in the Service

I am connecting in PowerBI via live connection to a data model deployed in Azure Analysis Services (on our company's Azure). So far I have been collaborating with a couple of users in a workspace on editing the reports. These users have specifically been given access to the data model - added their emails to roles in VS Analysis Services.

When I share the report with other users in the organization, it says that 'Recipients will have the same access as you unless row-level security on the dataset further restricts them.', but they cannot see the reports, since they don't have access to the data source (AAS).

If I publish an app, will it be the same problem? Do I need to explicitly give access to all the users in my tenant to the AAS? What about inheriting access?

you need to add them in both AS & PBI App or Worspace in order to give them access on reports/dashboards
