I have 2 workspaces which feed 2 apps. One is Executive Level and the other is Manager Level. I have a dataset in Executive workspace that I used to create a report in the Manager workspace. Now when I publish the Manager App - no one has access to this report because it's says they don't have access to the underlying data. I read online all the places to go do permissions and it's muddy to understand. Is it possible to share datasets from different apps with permissions to only 1 app?

If I understand you correctly, you should have the same dataset in each workspace. The permission rule isiIf someone has a permission to the dataset, he is able to access the reports based on that dataset in that workspace.
The 2 apps are 2 entities, you could manage permissions of app separately by removing or adding user to each workspace.
