Generally, when we use the Web connector to retrieve data, only import mode is support. We need to set schedule refresh or manually refresh to update data.
For your requirement, you can create a streaming dataset and create dashboard tiles from this dataset, see: https://docs.microsoft.com/en-us/power-bi/service-real-time-streaming
To create a streaming dataset for the data source in your scenario, you can try below methods:
1. You can utilize Microsoft Flow get data by calling this 3rd party REST API, then push data to Power BI as a streaming dataset, see: https://powerbi.microsoft.com/en-us/blog/push-rows-to-a-power-bi-streaming-dataset-without-writing-a...

Thanks for your reply i did considered same approch before putting up the question .
We wanted a real time data and also person generating /desiging report should be able to change the dynamic parameters which is again disabled once we publish to power BI service ,Can there is way we request data through api by changing parameters .

Parameters tab does work on Power BI service now. You can modify the value from 19886 to another value, then Apply button is available.
