I get the impression that 10GB data limit is for each workspace, is it correct? If I have multiple workspaces in my organization, each of those can hold 10GB of data?

Yes, that sounds correct,
"At the tenant level, total usage can’t exceed 10 GB per Pro user across all Pro users and app workspaces in the tenant."
So, I guess you could have 5 Pro users, you could have a single Pro user that has 5 workspaces with 10GB each and everyone else zero or each Pro user with 1 workspace with 10GB each or any combination in between.
The 10GB is per Pro/Free account. Pro users can create app workspaces with a maximum of 10GB each.
